Subject: [PATCH] ci: parse the issue form locally instead of via
 actions-cool/issues-helper

Every new issue made the "Simulation Help Router" workflow fail before
its first step ran: the runner could not download the third-party
actions-cool/issues-helper action ("Repository access blocked"), so the
issue author received a failure e-mail and nobody was assigned.

Read the "Method" dropdown directly from the issue body (GitHub renders
each form field as a "### <label>" heading followed by the value) with a
small awk script.  The body is passed through an environment variable so
issue text cannot inject shell code.  While here:

- give gh the repository via GH_REPO, which it needs because the job has
  no checkout;
- match the SSE and Worm choices on their abbreviation, so "Quantum Monte
  Carlo (Worm)" no longer falls into the earlier SSE branch.

Issues without a Method field and the "Other" choice keep going to the
default assignee, as before.
