When using microsoft/azure-data-factory-utilities how to specify armTemplateParametersFile

When using the microsoft/azure-data-factory-utilities npm package for deployment as specified here, How am I supposed to use the package when using custom parameters in a arm template parameters file?
I am trying to understand the best way to migrate from the archived deploy action.

Similarly it seems the npm run build validate command using the microsoft/azure-data-factory-utilities also doesn't support a template parameters json file?
