SubmitResponse atomicity

Will SubmitResponse.php behave appropriately if both players submit at exactly the same time? I suspect not.
Either prove this works as it's implemented now, or update it to fix this issue.
If updates are needed, perhaps upserting values, rather than inserting and updating, will solve the issue
