Add buttons to manually trigger Uploaders

We have 3 uploaders (Philo, Advocate, and Notifii) which are set up to run automatically. We want buttons in internal to allow the manual running of the Philo and Notifii uploaders.

Let's put this on hold until the uploaders get merged into 1 uploader.
