switch format/lint config to require semicolons

i've changed my mind about this, the edge cases where semicolons are needed cause strange and confusing formatting, and also causes issues in dprint:

• switch from prettier to dprint #21
• Interpretation of trailing comments with ASI formatting dprint/dprint-plugin-typescript#609
