The ability to drag next queue items, should be available only when the "ordering" mode is active.
Need to add a button "Order Queue" (secondary, outline) that will enable the move column on applicable rows (future ones).
Once active, the button changes to "Exit ordering" (secondary, filled) that will exit the mode.
Table toolbar background changes to secondary.container(--ds-secondary-container)
Items should be saved on reorder, as they are now. Notification of change would be nice.
