Allow keys to be rebound

Allow the keys in the pause menu and main menu to change keybinds
Possibly change the settings page to a prefab so it could be shared instead of being a copy.

Note: this will be a mix of the unity input system (the old version) and the hardcoded keys in the car moving script

Or some extra work could be done to move it all to the unity input system (possibly even the new system)
