gtpu_offload_rx PAPI call started to fail

Trending [0] shows SW version of the test works, but HW version started failing in April. This affects rls2606, the symptom [1] is retval of -1.
I remember investigating this already, but I do not see an opened ticket, so opening this one.

Because of this, #4118 is currently hidden.

Bisect [2] says dpdk bump [3] is the cause.

Comparing logs from the two DUTs, I believe this part is related to this issue:

Verbose logging level in DPDK libs will be needed to get more details.
