Roll out the Renovate rebase dispatch to every repo

reusable-renovate-dispatch.yml makes Renovate's rebase/retry checkbox act immediately instead of waiting up to 30 minutes for the next */30 cron. The pull_request: types: [edited] trigger has to live in each repo, so every FerrLabs repo needs a small caller workflow.

Private repos use the default ferrlabs-k8s runner; the seven public ones pass ubuntu-latest because that runner group sets allows_public_repositories=false.
