Redirect Volunteers to HydPy

In the volunteer details page, we need to mention HydPy is still open for volunteers.
This will have a dependency on this issue:
HydPy/HydPy#13

I cant find any volunteer page in website. I think we need to create one and we should have all the details, how one can help us by volunteering , areas where one can volunteer and we should also add group google form and telegram group link. We need to do this soon

but its not visible in header its in footer . We should add the volunteer link at the header

@amitsin6h We actually don't require any more volunteers presently. This issue is for adding information on the PyConf website to welcome volunteers to contribute to HydPy.
