Support scope in checkgroups control messages

USEPRO added a scope parameter to the checkgroups control message that specifies the hierarchies contained in a checkgroups message and allows exclusion of effects on selected subhierarchies. We should support this in INN.

Attached is a reimplementation of docheckgroups that purportedly does so. This was retrieved from ftp.iks-jena.de and the licensing of the code is not clear. The author should be contacted before using it for anything in INN.

Urs Janßen has an updated version of this script at ftp.tin.org with additional improvements.

He checked with the original author, and releasing the script under INN's license is fine with him. (He said anything was fine there.)
