Disable "Turn off all Clients" Button in Clients Page

Question: Is it possible to disable the "Turn off all Clients" button in the Clients page in the Libki Admin Console?

I wish to retain the ability to turn off individual clients but disable the button that allows library staff to turn off all clients across all libraries.
