Subject: [PATCH] ci: skip Docker rebuild on docs/license-only changes

Adds paths-ignore to the GHCR publish so pushes that only touch markdown,
LICENSE/LICENSE-APACHE/NOTICE or issue templates don't trigger a full image
build. Any code change still publishes.
