ReadNrcsAwdb - enable REST API web services

NRCS AWDB REST web services are now available to replace the older SOAP web services. Although the older API still may work, the NRCS has indicated that it will be decommissioned. The State of Colorado needs the command to work to support the SWSI analysis. Using the REST API will allow migration to the latest web services.

I enabled the NRCS AWDB REST command in the ReadNrcsAwdb command, and did some minor cleanup in a few other commands. Keep this issue open until testing is complete.
