Support for reproduction steps

It would be awesome to have some way to let users write reproduction steps (or other notes) for crashes. This could make debugging crashes much easier for developers. There would definitely be some kinks to work out around who can edit and how to verify that the instructions work, but I think we could figure it out.

It's a nice idea, but I try to limit direct user input, since I simply don't have enough time to moderate and sanitize all comments, while this mod has very... broad userbase. Same reason why only authorized people are able to add comments to crashes.
