Circles don't draw properly with the circle tool

Pixel art circles aren't proper circles

To Reproduce
Turn off anti-aliasing. Draw a 10px x 10px circle.

Additional Info
A circle should be the same when mirrored horizontally or vertically. This does not happen.

This is probably something to do with how the shape tool is drawing circles via Cairo

I could reproduce the issue. It's because of the cursor position inside starting pixel. That's why the circle is always inconsistent.
