WebApp listening to my local port 87 and looking then for the scale

Hello,

I have a scale that is connected to serial port (COM12) on a windows computer and i need it to listen for port 87 requests coming from the client in order to establish a connection between the webapp and my local scale. Would this do this?

Please advise.
