Planet surface detail normal map is skewed when at the poles #176

The detail-lighting texture maps that we use for surface rendering are only properly rendered near the equator of the planet. There is some math or alignment thing we have wrong or backwards which is causing subtle improper rendering of this at the poles. This is most apparent in planet surface shaders we have that make use of Parallax Occlusion Mapping.

This only affects visuals in the very near field, such as 100 meters away from the camera.
