Ubuntu平台中desktop版本，基于Dockerfile 编译镜像失败

1、TAD_Sim/Dockerfile中Install log4cpp时，当前无法访问镜像网站
将Dockerfile的233行中下载地址从 https://nchc.dl.sourceforge.net/ 换成下面可用的地址，然后就可以继续构建镜像了

2、编译 node-addon-api 时因 C++ 标准版本不匹配导致构建失败

在 Docker 容器中执行 ./build.sh 构建项目时，txsim-play-service 子模块编译失败，大量报错指向 std::string_view、std::void_t 等 C++17 特性未声明。

错误日志片段：

- 分析下来应该是：
Dockerfile 中安装的 node-addon-api 未指定版本，默认为最新版本（比如8.9.2），该版本从 v8.0.0 起要求 C++17。然而，cmake-js 在编译 simcore/framework/src/node_addon 子项目时，显式添加了 -std=c++11 编译标志，两者冲突，造成编译失败。

- 解决方法：
降级 node-addon-api 至兼容 C++11 的版本，比如7.1.0
将Dockerfile的129行
npm install -g cmake-js node-addon-api修改为
npm install -g cmake-js node-addon-api@7.1.0
然后继续构建镜像

并顺利完成编译
