The changelog to [1.2.3] - 2024-07-18 states "Updated to OpenVR SDK 2.5.1". The openvr_api.dll (64- and 32-bit) in tarball and source seems to be 2.2.3 as per file metadata. In the OpenVR SDK 2.5.1 package the openvr_api.dll file has the correct metadata.
Could this version mismatch be related to this issue raised in the steamvr_unity_plugin(ValveSoftware/steamvr_unity_plugin#1128)?
