"Admin" would let them transfer the repository out. I see that some proposals have teams, but I think not all. I think making teams as a matter of course would let us give the members the ability to add more people.
If we create teams, should they be visible or secret, and should notifications be enabled? I'd guess 'visible' and 'enabled'.
