Can make all dates require at least 21 days if it's the 14/21 alternate day variance you're talking about. Personally I don't find it that complex. Whenever someone is confused of the process they can just refer to the Constitution.

I have changed all reference from 14 days to 21 days. Reference to 31 days are important to their context so hasn't been changed.
