Add OpenAI Responses support

Given the release of the responses [api](https://platform.openai.com/docs/api-reference/responses/create), we should add support. This might require us to expand the `Provider` enum to `Provider::OpenAIChat` and `Provider::OpenAIResponse` or something similar
