Remove Configuration Adapter

What

Now that the new config is being used we shall remove the temporary adapter that we made.

Note from the code:

Temporary bridge that translates the new Config model (RunTargets, Components) into the
 legacy API (ProcessGroups, ProcessGroupStates, OsProcess) consumed by ProcessGroupManager, Graph, and related code

Acceptance Criteria (DoD)
