Should something like the change in https://github.com/DavidS/dasz-configuration/commit/986004ba5456104e001cc9610bc6d5be21698977 be handled by the ntp module itself? When running in a vserver (or lxc, or openvz) it doesn't make any sense (usually) to try to handle local time.
