CCPIT: Use fixed stint durations instead of fixed laps to schedule the pit stop strategy

A smart pit strategy manager is needed for unscheduled pit stops, which determines the optimum strategy at that moment, based on the information available in the Tyre Wear Database. A rewrite of the pit stop handling is needed.
