Bug: /classes page crashes if the mock-fcc-data endpoint is not running

Currently if you do not run the mock-fcc-data endpoint and navigate to the /classes page, you will see the following error:

Desired behavior:

The app should not crash. Instead, show an empty table. You may also want to consider what happens if there is real data in the table along with the mock data. Does the page correctly display both?
