AnimalGuard Not Generating Files

Server OS: Debian 7 32-bit
Bukkit Version: 1.6.2-R01
Animal Guard Version: 1.6.2
World Guard Version: 5.8
World Edit Version: 5.5.7

When the server starts up it does not notice there is the Animal Guard jar file in the plugins folder. I am not sure if its you guys or because I am running a Beta build of the Bukkit Server.
