You are correct.
At the time of writing the embedded type plugin, singleton collections were not something people liked.

You can see here, the embedded-type plugin's model.urlRoot is the contentTypes endpoint. The embedded type needs all the content types available as it needs to be able to render other plugins inside itself.

This could be a simple fix by either creating a contentTypes collection and all the places that fetch it, will use that as a base collection instead, this collection can manage its own caching and re-fetching when content types are edited.

You could also just stub this in the api.js file to manage its own caching and invalidating.
