Document annotated in API version 19 cannot be viewed in version 21

Hi,
When user tries to open a document annotated in a previous version it cannot be opened in the newer version, this is a problem user wouldn’t be able to open their files unless annotations are cleaned before. How we could persist the annotations and open the documents?
