HTML tags used in text shouldn't be escaped in output

If the author of an issue has used HTML markup (e.g., in the body), GitHub formats it correctly when the issue is viewed in a browser, but this script escapes all of the HTML tags ("<", ">") in both the HTML and Markdown output formats.
