"Start here" panel for new users

There are several complaints over the web that "there are no tutorials" and "there aren't any assets" for MPFB. Since there in fact are such, I'm guessing this stems from lack of discoverability.

To help this, there should be a dismissable panel shown to new users with very obvious buttons for navigating to:

• The system assets pack
• The asset packs list
• The docs page
• The FAQ page
• The youtube tutorials.

It should also clearly indicate if the system asset pack is installed or not and tell the user what to do if it isn't.
