MSIPatches failed to be installed because: End of Central Directory record could not be found

I tried to install this tool by running
Install-Module MSIPatches

but getting the following error

PackageManagement\Install-Package : Package 'MSIPatches' failed to be installed because: End of Central Directory record could not be found.
