Steps to reproduce

1. Clone the project to one folder
2. Enter in the directory
3. In the same directory of manage.py run runserver

Current behavior

Project wont start at all, says command not exist

Expected behavior

Requirements.txt to install maybe some necessary dependencies, like LXML and the django version that this project worked last time
