Add inbound details to existing PRD.

I'm adjust the scope of this slightly to include both inbound+outbound...fleshing out all the details - I don't think it makes sense to create two separate docs with the amount of overlap.

Added inbound functional requirements to doc here - will keep marked as in review until we're in rough agreement with rest of team.

Marking as complete as I don't have plans to do much more on this doc right now. Will file another issue for future work if needed.
