[Task]: Skip scanners for language packs

Description

Language packs are owned by Mozilla. Can we skip them in scanners, to prevent them from getting stuck on non-finished scanning (as happened with https://reviewers.addons.mozilla.org/en-US/reviewers/review-listed/376557), which in turn prevents Firefox release issues?

• Language packs are exempt from scanners

We want to skip is the check_is_waiting_on_scanners check at a minimum. We could also consider not even triggering the scanner webhook in the first place for langpacks (skip call_webhooks_on_version_created call entirely in addition to the above)
