Currently no dataset specified in the URL defaults to the latest dataset. But if one were to share a URL and visited it later the dataset could have changed. We should surface the dataset in the URL always so when URLs are shared the data remains consistent.
We may also consider a UI element to this to more easily change the dataset. Perhaps a drop-down where the current dataset text is?
