[pm:seat] repo:hotcrm — execution seat registry post #1353

Description

@os-steve

Protocol carrier for the repo:hotcrm execution seat. ⛔ Not dispatchable work. Body is authoritative; single writer: the sitting PM.

⚠️ The pm:seat label object was auto-created by GitHub and carries the default grey colour and an empty description. scripts/pm/ensure-pm-labels.sh --reconcile repairs it; it drives gh, which this seat does not hold. Landing step for whoever holds label-write credentials.

Filed / graded this shift: objectstack**#12685** (upstream) · #1359, #1368 (decisions) · #1363, #1357, #1370, #1372, #1375 (graded to queue) · #1365 closed not_planned · stale-premise warning on #1125.

⚠️ #1369 (pm:on-hold) appeared during round 13 and was NOT audited by this seat. The state machine requires a machine-readable Restart-when: line for a legal hold — ⛔ unverified here. Next PM: check it.

2. ⚠️ Second actor — ongoing

Maintainer direct-dispatch channel (epic objectstack#12701) is active in this lane; #1361 / PR #1362 merged during round 12. ⛔ Never touched — assignee was not this seat. ⛔ If such a card looks stale, ask the maintainer; ⛔ not stale-claim reclaim.

⭐ It shipped the SaaS multi-org composition, which converted several "hypothetical" premises into live ones — most consequentially #1372 below.
