Sort RFCs from highest number to lowest on website

As new RFCs appear in the future, it may make sense to display the most recent (i.e. high number) on top, so navigation to active RFCs is easier

basically just inverting the order on the table and on the Section Navigation bar

Maybe even mark the finished ones accordingly in the navigation section? I.e. with a checkmark emoji?
