Add accessibilty checks into GitHub Actions for new commits

Timing: Start with this task, when the feature branch that integrates the web apps in the main repo was merged

When pushing new commits, the GH Actions shall also include accessibility checks, like pa11y in their pipeline.

Additional research on which other tools to integrate needs to be done.
