Add windows build to release CI workflow

Status

Current release 0.1.1 is missing Windows build.

# Works on Mac/Linux, fails on Windows
mise use -g github:perplexityai/bumblebee

Workaround

Temporary workaround is to install the go package

# Works on Mac/Linux/Windows
mise use -g go:github.com/perplexityai/bumblebee/cmd/bumblebee

our whole infra runs on this now. migration was smooth. haven't had a single issue since switching. can't say that about the previous solution.
