Take long time to launch testing service

I had hectic load to launching the service.

git clone https://github.com/phonetworks/pho-cli
cd pho-cli
composer install
bin/pho.php init /tmp/testing web
bin.pho.php test /tmp/testing # this may take a while to launch

I have been waiting for more than 20 mins but it's still donwloading.

@goldentwinbrain have you been able to use other commands? was it just the "Test" command?
