The scrollbar should not take up space and shift the layout of other elements.
Why?
In cases where the scrollbar can appear and disappear on the same page, the page will suddenly shift and elements will move. This is most apparent on mobile, like when a confirmation drawer pops up and disables scrolling on the page.
