Pnext-samples

In conversation with @iosefa (pnext/pnext-io#17 (comment)), we thought its a good idea to have a sample repository with sample pointcloud data.

Specifically the repository should:

• Contain data in various formats (EPT, LAS/LAZ, PCD, ...)
• Contain data with various sizes (small and big examples, with geo references, etc.)
• Be available through NPM (for install through)
• Be available through https (github pages)

This sounds like a good idea. I'll see if we can provide some data from one of our guys.

• Added information in this repository about the sample folder
• Added readme how to add files
• Added first sample data (cc. @iosefa)

I've begun to add some add some data. I'll update the readme a bit more so that it contains explicit guidelines for adding files. I'll work more on this next week.
