The jco-node targets land with the #28 fix (composed suite under Node 24 JSPI). Browser rows (jco-browser / jco-browser-delegated) are deferred: the headless-Chromium page-driver skeleton (static server, import maps, worker pool, stall watchdog, findChrome ladder) is the thrice-copied machinery polymorph-test#59 exists to absorb, and this suite would be its first non-copy consumer — 7 loopback cases with no network/SUT host, the simplest possible browser leg.
When either #59 lands or copying the skeleton becomes justified: add the rows optional = true with the CI/CONFORMANCE_BROWSER=1 predicate (the webcrypto pattern), transpiling the same composed artifacts.
