Feature request: post a zulip message to tree-ops on treeclose/re-opens

I forgot if bors can post zulip messages (maybe that's a triagebot thing only?), but if it could, it would be nice to post treeclose/treeopen messages to #t-infra > Tree ops @ 💬.
