I don't know where this error is coming from while trying to run cargo run -p web-service

Probably; the name of the table is "users" but your code tries to query it as "user". If you have added a query, check that.
if not, check you UserBmc:

impl DbBmc for UserBmc {
	const TABLE: &'static str = "users";
}

Also; check your sql files. In 01-create-schema.sql, name of your users table should be the same with UserBmc
