Error when trying to duplicate layer

I'm trying to duplicate layers representing survey results in https://seasketch.org/philippines. When I try, I receive the following ApolloError: new row for relation "data_upload_outputs" violates check restraint "data_upload_outputs_reporting_requires_job_key".

Using the same layers in other projects, I don't generate the same error. Furthermore, If I try to duplicate different layers in https://seasketch.org/philippines, I don't generate the same error. And, finally, if I download one of the survey layers (e.g., Community Reporting) and re-upload it to the same project, I can duplicate the newly uploaded layer.

So, it seems to be a problem specific to the existing Enforcement Survey Results in https://seasketch.org/philippines.

Looks like layers used in reports need some special-case handling to untangle their duplicates from the reporting system as part of the copy process.
