Move Personal Access Token out of FreeSWITCH tree

As we start shipping Space-level APIs, those are using Personal Access Tokens. But the only doc on how to get a PAT is under some FreeSWITCH content. This creates a weird disconnect when we send someone to the docs, that we're sending them to FreeSWITCH-related content.

Let's move the PAT content out from under FS and point the FS people at the new location
