Embedded charts are positioned incorrectly when exporting to HTML/PDF.

Description

I am testing image embedding. Sometimes, it works great; sometimes it doesn't. Here is how I created the attached pdf:

1. Embedded diagrams in the documentation
2. Clicked on "Export to offline HTML page"
3. Opened the HTML in Chrome and saved it as PDF.

I also tried

image::embed:SystemContext-004[width=200]

and

image::embed:SystemContext-004[width=50%]

It looks like the "width" property is ignored.
